- Trumps tax cuts in 2017 overwhelmingly favored the rich, according to the Institute on Taxation and Economic Policy, "TCJA (Trumps tax cut bill) reduced the federal effective tax rate by 2.6 percentage points for the top 1 percent and by 2.7 for the next richest four percent. For all other income groups, TCJA reduced the federal effective rate by far less than 2 percentage points. For the bottom fifth of Americans, TCJA reduced the federal effective rate by less than 1 percentage point.
